And that it did. Take the reality-is-not-what-it-seems element of Dark City, add the post-apocalyptic future of Terminator, and mix in the best action sequences I have EVER seen in an American movie (it tops even Face/Off) and you have The Matrix. And with special FX that have to be seen to be believed, I have found my favorite movie of 1999 (perhaps even more so than The Phantom Menace. It's about one more viewing away from becoming my favorite movie EVER.
