My interpretation is Winslow/Howard is in purgatory to answer for murdering his foreman with an axe. He is being tested whether he should be allowed entry into heaven, or whether he shall go to hell instead. Wake is some sort of gatekeeper or powerful figure guarding heaven. Winslow fails every test and in the ending it is clear he is in eternal hell.
